During the July - December 2018 reporting period, in preparation for the 2019 PSP Symposium and in consultation with BJA, IIR began extensive exploration of potential cities and facilities to hold the 2019 PSP Symposium. IIR conducted a widespread search of numerous PSP cities’ local hotels and convention centers for availability in September 2019, giving consideration to cost, accessibility, local transportation, number and size of meeting rooms, access to area restaurants, and more. After careful consideration and in close consultation with BJA, the Hilton Memphis was selected as it met the federal guidelines for the budget, adequate meeting space, and met the overall needs of the PSP Symposium. IIR drafted the Conference Concept Approval Form during this reporting period as well as the Event Approval Form to be submitted to DOJ for the 2019 PSP Symposium to be held in Memphis, Tennessee, on September 9-11, 2019.
During the January - June 2019 reporting period, IIR drafted and submitted the DOJ Conference Approval Form in February for the 2019 PSP Symposium to be held in Memphis, Tennessee on September 9-11, 2019. At DOJ’s request, local and regional law enforcement agencies from the Western Tennessee, Eastern Arkansas, and Northern Mississippi areas will be invited to participate in the PSP Symposium to facilitate the sharing of lessons learned from PSP and provide exposure to the cadre of subject experts and networking opportunities to small and rural jurisdictions surrounding PSP sites. IIR received approval of the event from the Deputy Attorney General’s Office on June 4. Following formal approval, IIR commenced planning activities for the Symposium, to include updating and launching the PSP Symposium event website and invitations for PSP sites to attend the Symposium. The PSP Symposium website serves as the centralized, online source for registration and information regarding the event. The PSP Symposium website provides an overview of the event, the agenda, hotel and travel details, and a mechanism to communicate with IIR’s event coordinators. IIR manages the online registration process and provides electronic confirmations to each individual attendee. IIR also coordinates logistical planning, including travel, lodging, and reimbursement of expenses for subject experts and a DOJ-approved number of site representatives to participate in the symposium. In preparation for the 2019 PSP Symposium on Violent Crime, IIR coordinated and led weekly conference calls with OJP/BJA, CNA, and others, as needed, who were involved in the PSP Symposium planning. These extensive planning efforts will continue into the next reporting period in preparation for the Symposium in September.
During the July - December 2019 reporting period, in preparation for the 2019 PSP Symposium on Violent Crime, IIR coordinated and led weekly conference calls with BJA, CNA, and others, as needed, who were involved in the PSP Symposium planning. These planning efforts included extensive coordination with the Memphis PD and the USAO—Western District of Tennessee (WDTN). On behalf of OJP/BJA, IIR developed and provided symposium-related communications and informational materials to representatives from the new 2019 sites, as well as the 2017 and 2018 sites, and to regional attendees from the tri-state Memphis regional area (Western Tennessee, Eastern Arkansas, and Northern Mississippi). IIR coordinated closely, through numerous emails and conference calls, with the USAOs, local law enforcement leadership, and others regarding the team of site representatives to participate in the PSP Symposium. IIR developed a symposium planning dashboard to track in real time the registration and tasks ongoing throughout the planning process. This dashboard proved essential in keeping BJA apprised of numbers for budgetary restrictions on federal and local travel for this event. IIR, in coordination with OJP/BJA and CNA, identified more than 80 SMEs and speakers to participate in the symposium and provide consultation with the PSP site representatives. As part of this effort, IIR, in coordination with PSP SSLs and site teams, surveyed the PSP site representatives prior to the symposium to identify presentation topics that most closely aligned with the cities’ unique public safety goals and violence reduction challenges. Based on feedback from the sites, IIR identified and invited SMEs and practitioners in the identified key areas to participate in the symposium and engage in direct discussions with PSP site representatives. In collaboration with BJA and CNA, IIR developed and distributed printed participant materials for the symposium, including the 2½-day agenda and program booklet that included site-specific schedule pages; PSP program informational documents; and internal team booklets for PSP leadership. The 2019 PSP Symposium on Violent Crime was held on September 9–11, 2019, in Memphis. With nearly 400 attendees, it was the largest DOJ PSP Symposium to date. Attendees from the 17 PSP sites included state and local law enforcement leaders; corrections and community partners; prosecutors and district attorneys; U.S. Attorneys; and federal law enforcement field office representatives. Symposium attendees also included Washington, DC-based leaders from DOJ components, including ATF, BJA, the COPS Office, DEA, the FBI, the Office of Juvenile Justice and Delinquency Prevention (OJJDP), OJP, OVC, OVW, and USMS. This year, the symposium included a special track for agencies invited from the tri-state Memphis regional area to enhance their access to public safety and violence reduction resources and promising practices, network with the PSP sites, and provide an introduction to SME and crime-fighting assistance available from DOJ. At the request of BJA, IIR worked with a local multimedia company to livestream the opening ceremony of the PSP Symposium. Distinguished speakers who provided welcoming remarks included Sheriff Floyd Bonner, Jr., Shelby County, Tennessee, Sheriff’s Office; the Honorable D. Michael Dunavant, U.S. Attorney, WDTN; Director Phil Keith, COPS Office; Director Michael Rallings, Memphis PD; and Mayor Jim Strickland, City of Memphis. The 2½-day event featured more than 80 speakers delivering a dynamic agenda of plenary and breakout sessions customized based on the violence reduction priorities of the PSP sites. IIR, in coordination with BJA and CNA, provided extensive on-site management and support of the 2019 PSP Symposium, including participant check-in and registration, hosting of a pre-symposium team briefing, coordination of speakers during the opening ceremony, liaison with the SMEs to provide logistical assistance, staff support to each PSP site to provide assistance as needed, and responsibility for the overall event. IIR developed the PSP Symposium Mobile App for mobile devices to provide the agenda, event details (including location, check-in information, event and hotel parking instructions, airport and local transportation information, and local restaurants), speaker bios and schedules, and a real-time announcement feature used to communicate with attendees, as needed. IIR updated the app in real time to remain consistent with agenda updates and speaker bio information. IIR provided the technical resources required to develop, implement, and manage the customized app. IIR estimates that more than 260 individuals downloaded the PSP Symposium Mobile App. In addition, IIR worked with the USAO—WDTN and the Memphis PD to coordinate an off-site visit to the Memphis PD’s RTCC. Following the symposium, IIR conducted post-event evaluations to gather feedback from attendees and developed a report for BJA detailing participant and speaker feedback. The feedback received was overwhelmingly positive. IIR plans to send out one final call for travel reimbursement submissions and will mark this event as "complete" during the next reporting period.
