Center staff will coordinate with the Arkansas Judiciary, Administrative Office of the Courts to develop and enhance drug courts statewide pursuant to their 2017 and 2018 BJA-funded grants. This work will include teleconference calls, emails, and possible on-site visits.

On November 15, 2018, Center staff Precious Benally conducted an exploratory call with Arkansas statewide drug court coordinator, Janet Hawley, to discuss the objectives of their 2017 and 2018 Adult Drug Court Discretionary Program ("BJA grants") grant proposals. Hawley advised that the Arkansas Administrative Office of the Courts is in the process of hiring a grant coordinator who would be our main point of contact as it relates to their BJA grants. Hawley further suggested that we continue discussions after the new grant coordinator is hired sometime in January 2019. Center staff looks forward to collaborating with the grant coordinator in the new year.
On February 12, 2019, Center staff David Lucas conducted a conference call with the Arkansas statewide drug court coordinator, Janet Hawley, and the new grant coordinator, Jonathan Sheets, to discuss their grant objectives. While some aspects of their grant objectives are underway, Hawley and Sheets informed Lucas that they would like our assistance with improving data collection and management statewide. Following the call, Lucas sent an email to Hawley and Sheets with information pertaining to the what other states are using for case management software.
In mid-March, Center staff David Lucas exchanged correspondence with statewide drug court coordinator, Janet Hawley to further discuss the future of this project. Hawley advised that her agency is currently in the midst of hiring personnel (2) who would work on the data collection and system implementation of this project. Both parties agreed to put the project on hold while the Arkansas Administrative Office of the Courts hire employees.
On April 18, 2019, Center staff David Lucas connected statewide drug court coordinator, Janet Hawley, with statewide drug court coordinator for Oklahoma, Nisha Wilson, to help Hawley inform her work in choosing a suitable data collection system for Arkansas drug courts. Oklahoma utilizes a comprehensive data collection system that Hawley would like to review and possibility utilize as a model. Hawley also informed Lucas that the AOC have finished hiring the necessary personnel who'd be working on data collection aspect of this project.
On May 3, Center staff David Lucas held a call with statewide drug court coordinator, Janet Hawley. Hawley informed Lucas that data collection and management information system aspect of this project is anticipated to take significantly longer than what was originally projected. While we may not be able to support that project until it's full term, the AOC has advised that they would still like our assistance with organizing and leading a training for local court coordinators devoted to NADCP's 10 Key Components.
On May 8, Center staff David Lucas held a call with statewide drug court coordinator, Janet Hawley. As it pertains to the previously discussed best practices and standards training, Hawley advised that the mandatory attendance training would cater to a total of 43 local drug court coordinators. She is currently fielding the coordinators for topics and dates of availability.
On June 4, Center staff David Lucas submitted a work plan to statewide drug court coordinator, Janet Hawley. According to the work plan, the Center will develop an agenda for the training and assist in the logistics of planning a training. The trainings has tentatively been scheduled for September 19.
In July, Center staff David Lucas submitted an agenda for the Arkansas one-day training on September 19 to statewide drug court coordinator for review. Lucas has secured retired judge Brian Mackenzie and retired judge Peggy Fulton Hora to present on drug testing and incentives, sanctions, and therapeutic adjustments, respectively. Judges Mackenzie and Hora will also co-present on team member roles and responsibilities.
Center staff David Lucas has submitted the agenda for the Arkansas training to the Bureau of Justice Assistance for approval. The agenda features presentations from outside consultants, Brian MacKenzie and Peggy Fulton Hora, as well as Center staff, David Lucas.
The workshop was held on September 19, 2019 in Little Rock, Arkansas. The workshop was attend by a total of 132 drug court practitioners. Workshop presentations included team member roles; incentives and sanctions; and drug testing.
