The Heart of Texas HTTF (based in Waco, McLennan Co., TX) has requested technical assistance and training on investigating and prosecuting cases in which the victims decline to participate as witnesses. The primary contact for this TA request, Susan Peters (director of the primary VSP) has stated that they have struggled with this a bit, particularly on the prosecution side, which is consistent with observations made during the site visit conducted in April 2019.

On Tuesday, January 21, 2020, Jane Anderson (AEquitas) conducted the TA delivery on "Holding Traffickers Accountable: Proving the Case without Victim Testimony" for the Heat of Texas (McLennan County) Task Force.
