DPS Applying for Purpose Area 4 - SAKI
• First DPS meeting this week; announced that CCJJ is not applying for additional SAKI funding
? They always forget about the victim advocate component
? Already let Krystal know that they aren't putting the trauma-informed training into place
? They are funding the SART coordinator; funding will end in 2021
§ It's been funded at UCASA before - so hopeful that they can identify other funding sources
? Chief was there; Krystal has not met with him yet; but he seems supportive
§ Seemed to understand that cold cases are the focus of SAKI - Ned agreed about the focus on cold case
? Krystal does not want the information line to go away
§ Right now it goes right to Anna and she doesn't want the victims going through a phone tree
• Concerned about SAKI funding going to cold case murders as well
? Concerned that LEAs will snatch up PA 4 grants for cold case homicides
• Krystal wants DPS to establish a cold case unit
? This would require them to make one of the investigator positions permanent
• Jay Henry attended the meeting and Krystal followed up with him
? He indicated that he has concerns about SPI will only focus on the investigation and not work well with the lab
• National Integrated Ballistic Information Network (NIBIN): DPS has this in place
? Mechanism to solve multiple crimes with obtaining 1 gun
? Krystal has been pushing that SAKI can be similar NIBIN - a way to solve multiple sexual assault cold cases
• Next steps:
? Krystal will call Gary (HI) and Lisa Gray (NV) to talk through how to best support DPS applying for funding

SANE Training
• Utah Coalition Against Sexual Assault applied for VOCA funding ($1.2 million over 2 years)
? To solidify and strengthen SANE training
? Will work with Wasatch Forensics training
? Rural communities is where they are lacking
§ Wasatch Forensics will send out training to rural areas in Utah
• SANEs complained entering data into tracking system is too burdensome
? Krystal heard them and understood that this was an indication of lack of support and training
§ Krystal's focus is to maintain the current SANEs and supporting them, fostering the peer-to-peer learning and support
• Utah comes up short each year on VOCA funding set asides
? Were using VOCA funds for domestic violence shelters

- PMT now has ViCAP reporting but Utah is not required to report because of grant conditions

? Now Steve thinks that all they are doing is training on HB200
§ They just want to train on investigation of sexual assaults
§ They have someone tasked with doing this in the state and there is a different funding source (through the state)
§ Krystal is trying to refocus on investigation of cold case sexual assaults
? They don't know how to set up a training schedule
? Krystal is wondering whether she needs to set up the trainings herself
? Marlese wants to team up with SAKI team to train on both HB200 and cold case sexual assaults
? Krystal thinks they should conduct regionalized training and should be held at the same time each year at the same location
§ Unit Review Finding
? Law enforcement doesn't feel like there is enough ongoing training
? DPS does monthly trainings by the Sexual Assault Task Force trainings
- Action Item: Look at Westat presentation on best practices moving forward
? Krystal is concerned that the focus of Westat's evaluation is on current cases and not cold cases

Krystal reported that she continues to have trouble gaining buy-in from local law enforcement. Her team developed a cold case investigation training and no local law enforcement agencies are interested in receiving the training. Krystal also asked whether SAKI grantees are expected to report data metrics into the PMT after the grant period ends.

Merissa to reach out to other sites about strategies for addressing lack of buy-in from local law enforcement and share ideas with Krystal.

Krystal is wondering if DPS were to apply for another round of SAKI funding whether they can focus on current cases and demonstrate that they plan to use the "lessons learned" from SAKI.

Krystal reported that Salt Lake City is creating a Cold Case Sexual Assault and Homicide Unit - a big success! They will hire a victim advocate who will sit with the detectives.

Krystal reported that they continue to have issues with the four corner areas, in particular with the NA population. Krystal attended a meeting in four corners and found it extremely helpful and informative! The problem is that the kits are just sitting there and not getting tested by the FBI.

? Only have 10 months of funding left - doesn't think they will be able to hire someone for only 10 months
• Last week able to meet with the DPS Deputy Director - wanted to know what the plan is for applying for the new grant
? DPS does not have a grant writer
? They use CCJJ as a passthrough for funding
? For transition, DPS is going to have their part time volunteer to oversee SAKI funds and therapeutic treatment funds
• Spoke to investigators and both agreed that they don't want to work at DPS
? Krystal disclosed that she is looking for a job
? Krystal gave DPS NIJ's cold case toolkit to help them prepare an application for the next solicitation
? Krystal transitioned from state funding to federal funding as a strategic maneuver
At CCJJ there is a position opening, but she is retiring in December, Director of Mental Health and Substance Abuse
