Description of the Problem

As a proven reentry program located in Jacksonville, Florida, we desire to expand our direct services beyond the scope of education (GED/HSD acquisition) and employment, transitioning into the larger framework of needs that our students have for successfully transitioning back into the community. This includes, but is not limited to risk, needs & resiliency assessments, pre-and post-incarceration release plans, process map development for career paths, and all other components that would assist in student participants in successfully returning home. The program has been in operation for over 20 years and now is an opportune time to reevaluate the needs of the participants to ensure that the program successfully meets their needs for successful reentry.

The R.A. McKissick Memorial DAWN Program is looking to refine and develop greater focus on career development and employment for our participants (students) immediately upon release. As such, we are seeking a consultant to help us develop that process.

The DAWN (Developing Adults With Necessary Skills) program works with adults, ages 18 and over, incarcerated in Jacksonville Sheriff’s Office facilities. The program provides GED and Adult Basic Education instruction, life skills training, and transitional counseling classes. DAWN also provides access to job training and soft skills necessary for successful reentry. Students leave the program with respect and responsibility for themselves and the community.

The primary goals of the Richard A. McKissick Memorial Dawn Program (DAWN) are to create a learning foundation to develop skills necessary to not only acquire a High School Diploma credential, but to also successfully reenter the workforce to earn livable wages to provide for themselves and their families (and to see the benefit of being a law-abiding, tax-paying citizen of our great city).

For over a decade, the DAWN program has been an effective part of the community’s comprehensive strategy to reduce crime and recidivism through education and employment. The DAWN program correlates to the public safety and reentry services initiatives of the Jacksonville City Council and Mayor Lenny Curry. The DAWN staff works closely with JSO, the Learn to Read Literacy Program, and the Florida State College at Jacksonville. The DAWN staff also partners with transitional services providers and employment training agencies. In addition, the DAWN staff works within the community, partnering with community organizations and local government agencies. The funds requested in this opportunity are necessary to bridge the resource gap of personnel, travel, and supplies in providing this results-based, cost-effective educational program.
