Regarding caseload distribution, further study is needed. Efforts will include implementing surveys and focus groups in an effort to greater understand the work duties of lawyers vs. non-lawyer staff members. Our belief is that attorneys may be handling administrative and clerical duties that are more efficiently handled by non-lawyer staff. Similarly, recruiting and staffing issues suggest exploring office reorganization. The pandemic forced our agency to permit telework or remote working. Going forward, a substantive policy needs to be developed for the office. The effectiveness of any telework or remote work policy necessarily relies on performance management and the creation of tools for supervisors to manage their remote employees. Finally, the office implemented and is further developing its community outreach programs. Coordination of these programs is necessary to achieve overall effectiveness. Technical assistance is required to further develop and implement the recommendations PCE suggested in its report.
At the conclusion of our latest project, Kristine Hamann and PCE provided a detailed report outlining an action plan to address issues associated with caseload distribution, staff morale and wellness, telework or remote work policies, and community outreach strategies. Technical assistance with PCE is necessary to implement the strategies and solutions highlighted in the report.
