BRIC Technical Assistance: IIR staff members met with members of the BRIC to discuss IIR proposed edits and to finalize recommendations to the BRIC policies and procedures. This project was completed during this reporting period.

Intelligence Summit: The 2022 Intelligence Summit was hosted on August 17-18, 2022, by the U.S. Department of Homeland Security and the International Association of Chiefs of Police, in coordination with law enforcement, intelligence, and homeland security partners. Senior leaders from stakeholders across federal, SLTT, and campus communities participated to discuss existing intelligence and information sharing issues and gaps, as well as focus areas requiring action and resolution to address the evolving threat environment. The summit served as a forum to galvanize and unify collaboration, with senior leaders reaffirming commitments to discovering new opportunities and improving existing avenues to enhance information sharing between and across all levels of government, while ensuring the protection of privacy, civil rights, and civil liberties of U.S. citizens.

The 2022 Summit was organized into six focus areas with opportunities for participants to provide insight and feedback. IIR personnel gathered and documented the key findings and recommendations identified in the six sessions and summarized these in a Post-Event Report. The report was provided to DHS and vetted through DHS components. The final version was not published until the next reporting period but included a letter from the DHS Secretary, Alejandro N. Mayorkas, as a call to action to advance information sharing priorities. IIR also provided travel support and reimbursements for 29 DHS-approved attendees, as well as 4 IIR personnel.

Fusion Center Exchange: During this period, DHS approved a request received from the Mississippi Analysis and Information Center (MSAIC) to complete an exchange at the Orange County Intelligence Assessment Center (OCIAC). The goal of the exchange is to learn best practices on daily operations, center structure, standard operating procedures, cybersecurity mission area structure, school safety initiatives, and the center’s FLO program. IIR held call with Todd Frier, Interim Director, MSAIC, on October 31, 2022, to discuss the MSAIC’s goals for the exchange and to go over the instructions for completing the Fusion Center Exchange Program Workbook. A planning and coordination call was held on November 29, 2022 between IIR, Mr. Frier and Alberto Martinez, Director, OCIAC, to identify agenda topics and a timeline for the exchange and finalize logistics. The exchange is scheduled for January 17-18, 2023. A summary of the exchange will be shared in the next reporting period.
