• During this reporting period, monthly conference calls continued to be held with Urban Institute, BJA, and IIR staff members to discuss the progress of the project and to answer questions.
• Urban Institute staff members submitted the draft “COAP Grantee Performance Data Analysis Report” to IIR and BJA on May 12, 2021, for review and comment. As of the end of this reporting period, the report was still undergoing BJA and OJP review. Due to the delay, Urban Institute requested another no-cost extension of its subaward with IIR in order to continue to make any necessary edits to the report. An extension through February 28, 2023, was granted.
• IIR staff members continued to monitor activities and process toward deliverables for all categories of demonstration projects and worked with the vast majority of these sites for closeout of their projects. All but one RROE site concluded their projects on February 28, 2023, with Grays Harbor County, Washington, having closed out on December 31, 2023. All but two Building Bridges sites also concluded their projects on February 28, 2023, with Eaton County, Michigan, receiving an extension until March 2, 2023, due to minor shipping delays, and Orleans Parish receiving an extension until July 14, 2023, due to staff turnover and issues with supply procurement. All but one ODMAP and Partnerships site concluded activity on their projects by February 28, 2023. The state of New Jersey was given an extension to June 30th to complete activities and compile invoices from their subawardees to be able to issue final invoices for their grant during the reporting period.
