Assist CBOs in developing a program budget in compliance with DOJ requirements, helping them to consider how to align financial strategy to an effective program model. Train CBOs in budget development and management best practices for non-profit management. Assist CBOs to project spending patterns and develop plans to course correct when under- or over-spending occurs, analyzing the circumstances that produced this event and identifying proactive steps to achieve the intended outcomes for fiscal management (such as spending a grant award down by the end of the grant term or strategically investing in strategies that produce optimal outcomes in the field).

Because this activity is ongoing throughout the project, the LCCL wanted to share the impact of activities to date. During Q6, the LCCL surveyed the three community partners (subgrantees). When asked how satisfied they are with LCCL's budget management assistance, one reported "satisfied", one reported "very satisfied" and one reported "extremely satisfied" (rankings of 3, 4 and 5 on a scale of 5 respectively). When asked about the timeliness of budget management assistance, the three responded the same with one each reporting "satisfied", "very satisfied" and "extremely satisfied". When asked if they had increased their knowledge of budget tracking, financial strategy and budget-to-actuals analysis, all three reported "very much" increasing their knowledge in these areas (a ranking of 4 on a scale of 5).
While LCCL helps community partners to submit budgets at the beginning of a fiscal year, ongoing management and calibration occur throughout the year. For example in Q8 and Q9, provided individualized technical assistance on payroll allocation and staff documentation. LCCL also helped community partners to develop "Monthly Spend Plans"; recognizing the importance of strategic budget management, these plans are tailored to each community partner, offering a clear understanding of their budget, funds remaining, and monthly spending targets by category. Monthly spending plans empower community partners to align their spending with project goals and avoid budget shortfalls.
