During this reporting period, there has been improved communications between the funder and the sites in-between calls. The DOC has gone in person multiple times to work with the funder on reporting requirements. There have been reasons why DYA has not done this, and DYA continues to submit insufficient information for reporting purposes. The funder has said for a couple of months that they intend to speak with the Director of DYA about the challenges, but this has not happened for a number of reasons. While this grant is coming to a close, there are open reallocation grants that face similar challenges and DYA is solely responsible for an OJJDP grant. The coach is concerned that DYA may not have the capacity to adequately manage that grant. On a recent call in January 2025, there was a discussion about their audit plans. Guam said they want to have the audits occur by March 2025, but have not yet issued the RFP to request proposals from auditors. The coach explained the timeline, especially that once an audit is initiated that the auditor has to post notice 6 weeks prior. Guam said they want to get the audits done before the next Governor's certification. The coach shared the timeline for the auditor to issue the interim report, corrective action, and the final report. Even if Guam held an audit in March, with corrective action, the final report would not come until November 2025. The coach has discussed the rationale of being audited when they know they are not in compliance. They still stand by wanting to undergo an audit. The coach has offered to review the RFP before it is issued, or to review proposals that are received.
The grant has been extended until September 2025. As of the writing of this report, there is $11K of unallocated funds. The funder has been asking the DOC and DYA for months on how they would like to use these funds. Unfortunately, they have not received a response. On a January 2025 call the coach asked DOC to get the ideas of the funder by a specific date. DYA was not on the call so that same ask was not made. The coach also asked the funder at what point do they give up asking, knowing that Guam procurement procedures are so cumbersome, and just close out the grant, returning unspent funds. Guam understandably does not want to return funds.
If DOC and DYA provide the funder with ideas for spending the remaining funds by March 2025 there still stands a chance that they will be able to use the funds before the grant expires. Beyond that, procurement procedures will limit the feasibility of successfully spending remaining funds before the grant expires.
