During this reporting period, Colorado Department of Corrections closed out their grant. By the end of the grant, CDOC purchased and installed additional cameras and multiplexers to improve video storage capacity and enhance monitoring of staff and incarcerated persons. This upgrade supported timely investigations by retaining footage for a longer period. CODOC acknowledged there was a gap in acquiring video footage as part of a PREA investigation. By upgrading the camera and recording system, CODOC was able to complete more thorough investigations using video footage. CDOC installed privacy shower curtains and safety windows across various facility areas. CODOC learned the importance of being able to see into shower stalls and other areas to determine there is only one person present. The staff were able to protect the privacy in the incarcerated persons while providing an environment that prioritizes sexual safety. CDOC provided its specialized education for new female arrivals at the DWCF, focusing on sexual safety and victimization awareness. Three staff attended the Colorado Organization for Victim Assistance Conference to enhance their skills in supporting this program. The PA attended two PREA Coordinators' Annual Conferences; one in Washington, DC and one in Buffalo, New York. Two staff from Blue Bench completed the necessary background check and CODOC training and were approved for entry into DWCF. They trained several peer educators. Initially, there were delays with the Blue Bench employee's completion of the required criminal background checks and training. For future projects, it is recommended vendors be informed of the background check requirements prior to being included as a partner in the grant application. To decrease communication invoicing issues, it is recommended CODOC establish a contact with Blue Bench who can ensure invoices are submitted timely. Direct follow-up through alternative channels (e.g., social media) might be useful in maintaining vendor communication consistency in the future. It is recommended CODOC improve their grant fund tracking process. To prevent future discrepancies between grant fund records, it is suggested CODOC create a unified tracking system between the PREA Coordinator and grant accounting. It is recommended CODOC establish reliable vendor communication channels for external partners, such as Blue Bench. CODOC may consider setting up multiple points of contact or a dedicated communication platform. Lastly, it is suggested CODOC develop contingency plans for procurement delays and challenges. CODOC can assess vendor lead times earlier in project planning to avoid delays. CODOC can consider establishing alternative suppliers as a backup.
