During this reporting period, Bucks County closed out their grant. By the end of the award, a PC was hired, and a new risk assessment tool was developed. However, the PC was terminated and never replaced, leading to difficulties in maintaining focus on PREA standard compliance. The BCDOC received two (2) No Cost Extensions with no changes to the desired goals and objectives. In July, 2024, the BCDOC submitted a Grant Award Modification for programmatic goal changes and budgetary adjustments. This allowed the BCDOC to close the grant on September 30, 2024. The BCDOC purchased the cameras and the Digital Video Management System licensing expansion. A subcontractor installed the equipment and configured the new system. Staff were trained on the new system. BCDOC staff identified an issue with outdated cameras and the video management system. BCDOC learned they needed video to be stored for longer periods of time to aid in the investigation process. In addition, a needs assessment was conducted, and additional cameras were added to identified blind spot areas. The BCDOC purchased and hung shower curtains in housing unit bathrooms with some reserved as replacements when needed. The multi-lingual pamphlets, poster, and educational materials were distributed and are in use. Evidence Supply Kits are maintained in stock until needed. BCDOC learned the importance of protecting an incarcerated person's privacy while allowing for the completion of security checks by opposite-gender staff. BCDOC learned that providing PREA information in multiple languages ensures all incarcerated persons have access to the information on how to report an allegation and the support services available. This can lead to more timely reporting of allegations and quicker access to support services. While the BCDOC met their goals submitted through the Grant Award Modification, it is recommended that they continue efforts toward full PREA compliance. This can be accomplished by creating a plan to meet the initial goals established, specifically fine-tuning existing compliance strategies and developing a new and/or improved implementation plan, resource housing options for youthful offenders, and assure a staff member with ample time is assigned to oversee PREA compliance.
