The partners hosted a workshop at the 2022 IACP conference, “Building Effective Crisis Response Programs: Key Elements for Success,” featuring Chief Don Hedrick from the Rapid City (SD) Police Department; Chief Nick Hurley from the Corvallis (OR) Police Department; Dan Abreu, Senior Project Associate at PRA; Leigh Ann Davis, Director of Criminal Justice Initiatives at The Arc’s NCCJD®; and Cornelia Sigworth, Associate Deputy Director in the Bureau of Justice Assistance.

BJA Program Managers reached out to us asking us to engage with the Virgin Islands, as they have a hold on all of their JAG awards since the requirement to complete a strategic plan was added in FY2019. The Virgin Islands submitted a 2.5 page strategic plan document to one of the BJA program managers in August of 2022, which was forwarded on to us. NCJA staff worked in tandem with the Virgin Islands' staff to add additional information and clarification to their existing JAG strategic plan to ensure it met all federal requirements.

The SAA out of Minnesota reached out to us requesting our assistance in the development of a stakeholder needs assessment survey for their upcoming JAG strategic plan. Specifically, they requested help in developing the questions, formatting the survey and then analyzing it on the backend. In conjunction with the SAA, NCJA staff designed a 37 question stakeholder survey, logic-based, and the MN SAA distributed that survey out beginning on March 27. The survey closed on May 31 with 307 responses.

NCJA's Strategic Planning 101 workshop serves as a building block for State Agency Administrators and their staff in formulating a strategic plan as required by the Bureau of Justice Assistance (BJA) to receive Byrne JAG funding. Topics include understanding Byrne JAG and its strategic planning requirements; engaging both traditional and non-traditional stakeholders; and an overview of available criminal justice data.

Worked with CT SAA over 6 months to assist them with stakeholder engagement through a survey and JAG board prep in order to inform their JAG SP. The information used to help determine priorities will support years of funding that was withheld due to litigation. Met bi-weekly with CT SAA for a few months to work with them through the process of strategic plan development.

Follow up with John Rogers, Program Manager with Alabama Law Enforcement and Traffic Safety Division, who requested a check in after attending SP101. Reviewed strategic plan and reminded them to send an annual update. Update was provided on same day.

BSCC is requesting support in developing a stakeholder survey and report to determine priority areas for Byrne JAG funding. NCJA developed and distributed stakeholder survey for BSCC and upon closure, analyzed and presented results. These results were then shared with BSCC's board during with NCJA supported staff in outlining next steps for support.

The Summit County, Ohio Criminal Justice Advisory Board (CJAB) reached out to NCJA to identify criminal justice priorities and update and create foundational resources for their council. After attending a CJAB meeting, NCJA helped the Summit County CJAB create and disseminate a stakeholder survey. NCJA created a report to share with members and presented the results at a CJAB meeting.

Working to involve in territory working group for strategic planning training. Held the first territory working group meeting with AS and PR. PR requested assistance for data sharing efforts. NCJA reached out several times to offer direct assistance with SEARCH with no response.

Policy Research Associates, in collaboration with partners, is leading the coordination and implementation of strategic planning for crisis response with the Pittsburgh (PA) Bureau of Police. The strategic planning session will occur across two days, during which the PBP and their criminal justice and behavioral health/disability service provider partners will participate in a full Sequential Intercept Model Mapping to identify their current system for crisis response and any gaps/barriers to that system that might be improved upon.
