The Nevada SAA initially met the NCJA Strategic Planning TTA Program Manager 2017 National Forum in Long Beach, California. They discussed the state's strategic plan and ability to whether this plan would need to be updated to comply with 2019 requirements. On January 12, 2018, the NV SAA submitted an online form to the NCJA to request Tier I TTA, a less intensive problem-solving response that includes delivery of information through email, telephone, document dissemination and referral to websites or other resources. A planning call was held on January 23 with the NV SAA regarding upcoming planning efforts. The SAA director had been in the position less than one year and was not involved with previous planning efforts, and did not have a CJS background. The director requested full support from NCJA. The NCJA Project Manager provided a draft stakeholder survey and NCJA staff worked with the SAA staff to refine the questionnaire and build the online survey. The NV SAA director reviewed the survey. In addition, a discussion was held to schedule the venue for onsite facilitation, and the drafting of an outreach letter to stakeholders. Onsite facilitation scheduled in Nevada June 26 - 27, 2018.

On January 26, follow-up emails were sent to confirm the venue for June onsite training. On April 6, the NCJA invited the SAA to attend the first of three regional strategic planning trainings, to be held in Tampa on April 26-27 (which the SAA attended). With the staff being mostly new, the SAA team sought guidance in the process. The planning session was scheduled for June 27-28. After having a planning committee, the NV SAA Director hoped to gain a better understand of the whole picture of how Nevada OCJA will move forward as a leader in our Law Enforcement funding.

In May, 2018 the NCJA staff worked with the NV SAA team to develop a stakeholder survey, which opened for two weeks between June 4 and June 18, 2018, with 55 responses. A formal report of findings was presented by the NCJA to NV SAA team in July, 2018.
