The National Criminal Justice Association and the National Governors Association will host Institute for State Criminal Justice and Public Safety Executives from May 21-22, 2019 in Seattle Washington. State agency administrators (SAAs) and Governors' Criminal Justice Policy Advisors (CJPAs) were invited to attend the the event which will feature a robust agenda of high priority topics, networking opportunities and discussions.

First day sessions included: "State of the States", which focused on findings from the 2019 CJPA survey of state criminal justice and public safety priorities, and provided an overview of the role of SAA in states and gubernatorial priorities and top public safety and criminal justice challenges facing states; "Effective Communications on Criminal Justice Issues", in which panelists discussed how governor's offices can effectively work with state agencies to craft criminal justice messages and amplify stakeholder messaging when confronted with system challenges; "Coast to Coast Drug Trends: Emerging Threats and State Response", which provided an overview of national drug trends with an emphasis on opioids and the resurgence of methamphetamine and cocaine, as well as a discussion of how states have been impacted and highlight opportunities for state-federal partnership; "Navigating Tough Negotiations" which provided frameworks for supporting your governor, advocating for state agencies, and working with state legislatures on criminal justice issues and included discussion about key negotiating challenges and best practices for identifying interests, opting for mutual gain and replying to your BATNA; "Innovations and Emerging Trends in Criminal Justice" which highlighted innovative programs and reforms happening in our criminal justice systems and included discussion inside-the-wall reforms, use of medication assistance treatment, leveraging Medicaid and strategies for bolstering reentry efforts to reducing recidivism; "The Current State of Juvenile Justice" which provided an overview of of juvenile reform efforts being undertaken in states and discuss the continuums of community-based care (including funding challenges, evaluating community-based programming, and aftercare options) and included review of the JJDPA and its impact on jurisdictions; a "State-Only Focus Group" in which NGA lead group conversation with state participants around emerging criminal justice and public safety issues, challenges and innovative strategies in states.

The second day sessions included "State Strategies for Combatting Human Trafficking" which highlighted statewide, governor-led efforts to combat human trafficking and included discussion on promising practices to support survivors and other strategies to report efforts; the "Cybersecurity Considerations for States" (one of two breakout sessions) about cybersecurity threats facing states and consideration for public safety agencies; "Data-Driven Decision Making" (second breakout session), which discussed upcoming transition to the NIBRS system and how it can provide more useful statistics to promote constructive discussion, measured policy planning and informed policing, as well as discussion about how states can build partnerships with research institutions to make informed criminal justice policy decisions; "Federal Legislative Update & Listening Session" which reviewed relevant federal funding opportunities and key legislation on the horizon and discussed how to strengthen state and federal partnerships.

Participant evaluations from the event were positive about the quality and content of each session (ranging between 4.5 and 5 for satisfaction, N=10 respondents).
