The Herndon, Virginia Police Department requested evidence-based training to implement solutions to the challenges of officer/citizen encounters. The requestor withdrew the request.
The issue facing the department is the ability to provide advanced training opportunities to support today’s complex decisions in citizen interactions and the use of force. As a police agency operating in the 21st century, we must consistently provide effective law enforcement services to prevent crime, apprehend offenders, and maintain order, which requires quick decision-making that may result in force. It is imperative that officers continue to be objective and reasonable in response to encounters that may result in a decision to use force. The department seeks to provide training that will bolster officers’ force decisions while minimizing the threat to officer safety.

The department would like to sponsor two complementary training courses for its sworn personnel and other sworn personnel from local agencies in Fairfax County on 1) Dynamics of Officer/Citizen Encounters, 2) Decision Making: Foundation of Reasonable Force, which are courses offered by Command Presence. The courses are evidence-based and are designed to review the process of implementing solutions to the challenges of officer/citizen encounters as well as identify the elements of reasonable force decisions.
