The NCJA project team reviewed the 2018 Strategic Plan submitted by the Maryland SAA. This plan was submitted in the year prior to the new strategic planning requirement mandated by the Justice for All Reauthorization Act for 2019 applications.
Plan Strengths: The Maryland plan has clear goals that are related to their problem statement. Maryland’s objectives are clear regarding increasing stakeholder engagement, utilizing EBP, and creating a performance management system.
Plan Opportunities: No allocation information is included in the plan. No data is included to support the stated objectives. There is no timebound workplan or measurable metrics for evaluating success. Stakeholder engagement and evaluation strategy is unclear. Notes: The Maryland plan seems like a beginning of a strategic plan that is in need of a workplan with defined outcome and process measures.

Using a standardized scoring rubric reviewed by BJA, the NCJA team reviewed the plan submitted by the SAA for their 2018 Byrne JAG grant application. This review serves as a baseline prior to new reporting requirements implemented with the 2019 Byrne JAG applications. Review of the plan and notes related to strengths, weaknesses and opportunities.
