• 9/18: Call with the Chair of Pathways and Executive Director (Vermont Housing Finance Agency) to introduce the Justice Reinvestment project and learn more about Pathways, a national housing first model that has established permanent supportive housing in rural communities and contracts with DOC to provide housing for people reentering.
• 9/18: Call with Judiciary Court Administrator and Chief Administrative Judge (Judiciary) to learn more about court-ordered diversion and sentencing practices in the state.
• 9/19: Call with Chief Planning and Court Services (Judiciary) and Chief Information Office (Judiciary) to discuss a judiciary data sharing agreement for the Justice Reinvestment project.
• 9/19: Call with Housing Administrator (DOC) and Community and Restorative Justice Executive (DOC) to discuss DOC’s reentry transitional housing portfolio, which supports people with housing needs who are transitioning back into the community from a DOC facility.
• 9/20: Call with Housing First Program Director (Pathways) to learn more about challenges in housing people who are transitioning from DOC back into the community.
• 9/20: Call with Programs Manager of Treatment Courts (Judiciary) to introduce the Justice Reinvestment project and learn more about the state’s DUI, mental health, and drug courts that are available in several jurisdictions in Vermont.
• 9/23: Call with Director (Downstreet) to introduce the Justice Reinvestment project and learn more about barriers to housing people returning from DOC, particularly people with addictions.
• 9/23: Call with Director (Vermont Center for Crime) to introduce the Justice Reinvestment project and learn more about the victim services landscape.
• 9/23: Call with Equity Director (Governor’s Office) to discuss opportunities in the Justice Reinvestment project to address racial disparities that exist in the criminal justice system.
• 9/25: Call with Legal Counsel (Governor’s Office) to discuss finalizing data sharing agreements with executive agencies and providing an update on the Justice Reinvestment project.
• 9/26: Call with Crisis Director (Howard Center) to introduce the Justice Reinvestment project and learn more about how the Howard Center and their Chittenden County partners have worked together to divert people with behavioral health needs from both the criminal justice system and emergency rooms.
• 9/26: Call with Manager of Clinical Services (Department of Health, Division of Alcohol and Drug Abuse Programs [ADAP]) and Mental Health Systems Director (DOC) to learn more about the DOC MAT program, including how people are screened and accessed once they enter a DOC facility.
• 9/27: Call with the Director + two other employees at Blueprint to introduce the Justice Reinvestment project and learn more about data-led Blueprint analysis focused on the intersection of criminal justice and health care that could inform the Justice Reinvestment project.
• 9/30: Call with Field Services Director (DOC), Field Operations Manager (DOC), Risk Intervention Services Manager (DOC) and Deputy Commissioner (DOC) to learn more about reentry and programming services.
CSG Justice Center research staff’s primary engagement with the Vermont Justice Reinvestment project in September was focused on the completion of data sharing agreements with the Vermont DOC and judiciary and the exploration of initial data files shared by both of those entities. The data exploration process involves reviewing fields, value ranges, and coding, and creating a list of questions for clarification by agency data staff. Data exploration was conducted on DOC population snapshot, admission, and release files, as well as ancillary data on risk assessments and supervision revocations. CSG Justice Center research staff also completed initial data exploration of disposition data from the judiciary. New data exports to correct issues in the initial files are expected in October from both DOC and the judiciary based on feedback from the review. A data scoping conference call was conducted with staff from the Vermont Department of Public Safety to talk in greater detail regarding the availability of crime, arrest, and criminal history data and to navigate their existing data sharing process. Finally, CSG Justice Center staff began planning and development for the next presentation to the Vermont Justice Reinvestment Working Group slated for mid-October.
• 9/1 to 9/7 Activity: Data sharing agreements signed with Vermont DOC and judiciary. Vermont Justice Reinvestment Overview report edited. Call with DOC on transitional housing and restorative justice.
• 9/8 to 9/14 Activity: First data files from DOC received (June 2019 snapshot files, NCRP extracts, ORAS risk assessment information). Initial data exploration for DOC snapshot files conducted and feedback/questions provided to DOC. Team call to lay out plans for the next working group presentation and target specific analyses.
• 9/15 to 9/21 Activity: Call to learn about Vermont Treatment Courts and detailed sentencing data request review with judiciary IT staff. File transfer protocol set up for data sharing with the courts. Based on review of NCRP data from DOC, proposal for modified admission and release data exports discussed with IT staff. DOC snapshot file corrections received, and five-year snapshot analysis file compiled and cleaned. Recodes for offense type, legal status, and demographics created. Vermont Justice Reinvestment Overview report edited again.
• 9/22 to 9/30 Activity: Call with Vermont Director of Racial Equity. DPS data sharing and request call. Initial data exploration for DOC admission and releases files conducted and feedback/questions provided to DOC. Initial data exploration conducted with sentencing data and feedback/questions provided to judiciary. Summary information on Vermont Treatment Courts also provided by the judiciary. NIBRS crime and arrest data accessed through online portal. Call with Vermont Crime Victim Services.
