NCIA conducts compliance assessments each year as defined in the specific parameters of the PIECP grant. Typically these assessments are twofold depending on the level of funding in the grant--both desk assessments and site assessments are conducted each year. Site assessments are a much more effective form of monitoring compliance, as it involves the assessor directly observing PIECP inmates performing the work as reported by the certificate holder as well as conducting inmate interviews regarding their work. NCIA identifies the assessment schedule, coordinates the assessors and assessments themselves, collects the advance paperwork needed for the assessment, ensures the assessors complete their draft assessment report, works with the certificate holder on any compliance issues discovered, and finalizes the report after compliance is reached.

NCIA completed the eight site and six desk PIECP assessments that were scheduled for the 2014 Assessments during this reporting period. A total of 52 CACs were assessed during this round of assessments. Assessors conducted the assessments, wrote draft reports, worked with the PIECP certificate holder to bring each PIECP program into compliance, and finalized reports to BJA.
NCIA is currently conducting the CY 2015 PIECP assessments. Ten assessments have been planned during this CY: six site assessments and four desk assessments. This equates to 35 CACs receiving assessments in CY 2015. Assessors are currently conducting the site assessments and drafting their initial reports following the assessment. Additionally, NCIA's grant manager is conducting the desk assessments. All reporting will be completed by the end of the next quarter on September 30, 2015
NCIA conducted the CY 2015 PIECP assessments during this reporting period. Eight assessments were completed--six site assessments and two desk assessments. Four desk assessments were originally planned for this CY 2015 assessment round but two desk assessments became too complex and NCIA determined that a desk assessment was not an accurate method of assuring compliance of these certificate holders for BJA and that a site assessment was more appropriate compliance approach. As a result, NCIA added those two certificate holders to the CY 2016 site assessment schedule in order to ascertain a more accurate compliance status of these certificate holders. The 2015 Assessment Summary Report will be appended to NCIA's Semi-Annual Report on the GMS System.
NCIA completed preparations to conduct the CY 2016 PIECP assessments during this reporting period. Fifteen site Certificate Holders representing 52 Cost Accounting Centers (CACs), or operations, will be assessed in this assessment round. During this reporting period, NCIA updated the assessment protocol instruments in preparation for the 2016 assessments, selected the assessors, identified the PIECP Certificate Holders and CACs to be assessed according to the Risk Assessment Instrument, and conducted the the Assessment Training Webinar for all PIECP Certificate Holders and PIECP managers via WebEx on June 8, 2016. Additionally NCIA conducted the Assessor Training Webinar where all assessors received refresher training on conducting the PIECP assessments using the updated protocol instruments. This webinar took place on June 22, 2016 with ten assessors participating. The assessments themselves will take place from August through October 2016. Lastly, NCIA's grant manager continued to work on resolving compliance issues remaining from the 2015 Assessments during this reporting period and we are pleased to report that all compliance issues from 2015 assessments have now been resolved. An updated 2015 Assessment Summary Report will be appended to NCIA's Semi-Annual Report on the GMS System.
During this reporting period, NCIA completed all 2016 PIECP site assessments--the actual site visits themselves. A total of 15 site assessments consisting of 58 Cost Accounting Centers (CACs) were conducted between August and October 2016. While all site assessments were conducted during the last reporting period, most assessments were not finalized, as areas of compliance that were identified during the assessments are still being completed by the Certificate Holders. NCIA will continue to monitor compliance plans, bringing each Certificate Holder into compliance and furnishing final assessment reports to BJA by April 30, 2017. NCIA will also furnish a final Assessment Summary Report in the next reporting period.
During this reporting period, NCIA finalized all of the assessment reports submitted by the independent assessors and worked with various Certificate Holders to bring them into compliance. The CY 2016 PIECP Assessment Summary Report will be submitted in conjunction with the GMS reporting this grant period.
