The Bureau of Justice Assistance is seeking provider applications for their Fiscal Year (FY) 2020 Supporting Small and Rural Law Enforcement Agency Body-Worn Camera (BWC) Policy and Implementation Program, which provides small and rural agencies funding to implement and expand BWC programs.

Heading further into the 21st century, digital ethics and trust have become increasingly important issues for police. Communities and agencies are beginning to demand the collection of data and the analysis produced from its collection. Law enforcement agencies are also expected to utilize the data analysis and technology in a secure and ethical manner. The injudicious use of data, analytics, or technology by a police department may have a negative impact on public trust and may increase the difficulty of achieving effective policing in contemporary law enforcement.

Crime is evolving rapidly, creating new challenges for law enforcement agencies. By using computers, communications platforms, and other technologies, criminals commit crimes that were unheard of a decade or two ago, while also finding different ways to commit traditional crimes. For law enforcement agencies to keep up in this new environment, they must change their approach to criminal investigations. Physical evidence and witness statements are no longer sufficient in many cases.

NACDL is in the process of creating a webinar about facial recognition software – the way it is used by law enforcement, its potential for racial bias, and defenses that might be raised against its use and admission in trial. Currently, NACDL has confirmed Clare Garvie, an associate with Georgetown’s Center for Privacy and Technology, as a speaker for the webinar.

Ensuring that SARs are properly reviewed and vetted is critical to promoting the integrity of information submitted; protecting citizens’ privacy, civil rights, and civil liberties; and successfully implementing the SAR process. The SAR Analytic Role Training focuses on the evaluation of SARs to identify behaviors that may be associated with pre-incident terrorism planning and the process for sharing terrorism-related SARs nationwide.
