The Department of Corrections has numerous training needs and desires, however, the department has prioritized our top six training needs that we would like to request and pursue should the NTTAC be able to assist us. We are looking for on-site opportunities that will enhance the opportunity for corrections, medical, and mental health staff to able to break away from the day to day operations and focus on the training being provided by having on-site classroom opportunities. The folks we are looking to offer this training will be primarily to our jail correctional officers, jail mental health and medical staff, parole and probation staff and other community corrections staff as a priority. As the training venue may allow, we will also try to maximize the benefits as the training by extending the invitation to local law enforcement agencies as class space and numbers may allow.

The Department of Corrections would like to request training with the following subject matter please:
1. Critical Intervention Team (CIT) training-The county can get the normal training locally already, but the department is looking to receive either CIT Coordinator training and/or train-the-trainer course specifically for corrections.
2. Mental Health and Crisis De-escalation training-regular class and/or train-the-trainer course specifically for corrections.
3. Trauma Informed Care (TIC) training-regular and/or train-the trainer course specifically for corrections.
4. Officer Wellness training-regular class and/or train-the-trainer course specifically for corrections.
5. Verbal judo/tactical Communications-regular course and/or train-the-trainer course specifically for corrections.
6. Customer service in a correctional environment.

Description of the Problem

Local budgets have been extremely challenged and strained over the last few years as many communities are experiencing lower and lower tax revenues with each passing year. As a result, one of the first items in any budget that get cut is typically training. Both in bringing in instructors to provide training, and in paying staff overtime and back-fill to attend. Other than required professional training, the department has struggled to bring in and provide what we feel are critical training needs for the health and well-being of correctional staff, inmates, and operational environment from which they work and live on a daily basis.

Jails and community corrections environments are typically high turnover, high stress and confrontational environments that can really take a toll on correctional staff and the inmates we serve. On a daily basis it seems that it is a constant game of chess between the correctional staff and the inmates where correctional officers and support staff are trying to maintain a healthy and safe environment for the inmates who in turn seem to be looking to tip that balance in favor of anarchy and chaos.

In Escambia County, staff turnover is high, filling critical positions is challenging, and having staff shortages on shifts is becoming more and more common. And when you add that constant daily battle between inmate and correctional staff, the work and living environment of staff and inmates slowly come to a boil. The department is in dire need of training that will help provide the tools, knowledge, and awareness for staff to be able to more effectively manage their working environment, their personal well-being, recognize when others may be in need, to help improve and enhance the operational health and safety environment for the betterment of the correctional officers and inmates. Though we have little of this type of training, you certainly can never have enough of it.

How do you anticipate that the requested assistance will address the problems?
With the training requests we are making, this training will provide:
• Knowledge and skills in how to recognize and manage various confrontational situations safety and effectively.
• Knowledge and skills in how to recognize and manage personal mental and physical health and well-being.
• Tools and skills for the department to have trained teams and staff that can recognize, address, and support other
staff or inmates that may be in need of mental or physical health support as a result of stress or other factors.
• Tools and skills for staff to help enhance the health and safety of the facilities and operations by applying techniques
in managing confrontation and stress between any combination of interaction between inmates and correctional
staff.
• Tools and skills that will create better customer service for correctional staff.

health needs of those individuals.

• The TTA Event location identified is merely our office location. As we are able to coordinate training with a potential
training provider, we can identify the specific training location, which will local to this address.
• The date identified is merely a random date out over 120 days. Once we are able to coordinate training with a
potential training provider, we can identify the specific training location that works for both parties.
• We will coordinate with the training provider for any minimum attendee requirements that may dictate the venue for
the training as well.
• Should a training provider be identified, we will coordinate with our local training officer with respect to all of the
details.
• We are flexible on the dates for any training opportunities and as it may relate to the course hours involved.
