The Scarborough PD requested sessions for Law Enforcement Assisted Diversion (LEAD) trainings to assist them in implementing a LEAD model. The LEAD National Support Bureau was selected to fulfill the request and provided virtual training on best practices to the operations workgroup, case managers, and police officers from March- June 2021.

Description of the Problem

In October 2019, the Scarborough Police Department embedded a social worker directly within the police department to provide intervention and advocacy, while helping to collaboratively build a continuity of care where pieces are missing. Utilizing a partnership with Scarborough Police officers and other town departments, 138 referrals have been submitted, under a diverse range of needs- often individuals adversely affected by mental health, substance use, homelessness, or other identified unmet needs. This highlights the need (problem) for Scarborough Police Department to expand on their behavioral health response. Implementing a Law Enforcement Assisted Diversion Program will further divert individuals to a community-based harm reduction intervention for law enforcement involvement driven by unmet behavioral health needs BEFORE being arrested. The LEAD model/policies by Scarborough Police Department borrows heavily from Seattle’s LEAD Operating Referral and Diversion Protocol.

How do you anticipate that the requested assistance will address the problems?
This training and technical assistance request will address the identified problem/need of further behavorial health programs within the department to help individuals battling adverse life challenges by:
-Ensuring Scarborough Police Department is utilizing all avenues of support to build a sturdy foundation to their LEAD program
-Allowing all department staff to be consistently and adequately trained in the LEAD process and program
-Once implemented, the LEAD program will allow officers to utilize a community-based harm reduction intervention driven by unmet behavioral health needs of individuals
