In March of 2015, APA received an oral inquiry regarding the possibility of APA providing the Wayne County Prosecutor’s Office (here after WCPO) in Detroit, Michigan with training and technical assistance to assist them in transitioning their office to a geographic or zone prosecution model. Thereafter, the WCPO submitted a formal request for assistance later that month. Following its receipt, APA worked with that office to develop an agenda to meet their requested needs and settle on some dates for the visit.

In Late January of 2015, APA received an oral inquiry regarding the possibility of APA providing the Jackson County Prosecutor’s Office (here after JCPO) in Kansas City, Missouri with training and technical assistance to assist them in transitioning their office to a geographic or zone prosecution model. Thereafter, the JCPO submitted a formal request for assistance on in early February. Following its receipt, APA worked with that office to develop an agenda to meet their requested needs and settle on some dates for the visit.

Rhode Island is seeking an assessment and re-validation of their existing parole risk instrument. Assessing and refining the existing parole risk instrument will ensure that parole discretion is supplemented with sound research and data.

NCIA conducts compliance assessments each year as defined in the specific parameters of the PIECP grant. Typically these assessments are twofold depending on the level of funding in the grant--both desk assessments and site assessments are conducted each year. Site assessments are a much more effective form of monitoring compliance, as it involves the assessor directly observing PIECP inmates performing the work as reported by the certificate holder as well as conducting inmate interviews regarding their work.

Site fidelity to the original HOPE model will continue to be closely monitored. Because application of a systematized intervention is certain to vary unless participants are monitored in its delivery (Gearing, et al., 2011), data are collected from each site weekly and reviewed for adherence to the HOPE protocol.

Grant program facilitate by the PRC. 43 awards were made totaling nearly $5 million to support efforts in local jurisdictions across the nation to establish zero-tolerance cultures for sexual abuse in confinement facilities. Specifically, the grantees were funded to improve leadership, organizational culture, and performance; review and revise policies and practices; educate inmates; establish victim support services; and collect and analyze data on sexual abuse in facilities.

This is an ongoing collaboration between the University of Memphis and grant partners. The CIT Center continues in contact with Steering Committee members in order to maintain consistency with technical assistance topics specific to law enforcement crisis response – the CIT model. Several discussions have occurred during this reporting period as training topics, i.e., CIT training – 40-hours or less than 40-hours. The CIT proposed curricula was in part a work product of Steering Committee members and remains within current discussions.
